Frankfurt: 3–5 year ATR queue. Slough: UK national grid moratorium. Amsterdam: closed. The FLAP corridor is operationally full.
Amsterdam is under a grid moratorium. Frankfurt's ATR queue runs three to five years. The UK's national grid moratorium has constrained Slough — the primary London campus market — since late 2023, and Dublin has seen planning refusals. Together these have effectively closed the FLAP corridor (Frankfurt–London–Amsterdam–Paris) to new power allocation at wholesale and hyperscale density: Western European operators holding signed customer LOIs currently have no viable grid entry point in their home market.
Resita Data Infrastructure SRL holds a documented land position in Western Romania, directly adjacent to a newly commissioned Transelectrica substation, ATR pending. The jurisdiction is EU-sovereign and NATO-aligned, and Transelectrica replied on 18 June 2026 (letter Nr. 29067) to the company's request of 29 May 2026 for connection options. That letter is not a study, an ATR or a connection offer.
PPC Romania (listed: PPC GA — Greece's largest energy utility, formerly Enel Distribution Banat) acquired 9.9 ha adjacent to this site in December 2025, according to the public land registry, for a 100 MW gas peaking plant. This is a real, independently checkable transaction by a different company for a different use — we note it as context, not as validation of our own land rights, grid access, or viability, which remain to be established on their own merits.
Global AI infrastructure capex committed through 2028
Hyperscalers are deploying capital faster than EU grid-adjacent land is being identified, so origination-stage sites with documentation get captured before open-market competition even begins.
Interconnection queue at Frankfurt and Amsterdam grid nodes
Operators that need EU-sovereign compute capacity today have no viable grid access in Western Europe, and capital is redirecting accordingly, toward secondary EU markets with verifiable power adjacency.
ATR timeline for RES1 — grid study not yet contracted, no date confirmed
Direct adjacency to a Transelectrica 400/220/110 kV node commissioned 26 May 2026, with Transelectrica's reply (Nr. 29067, 18.06.2026) to the company's request of 29.05.2026 on file. No moratorium; no ATR has been issued. No MW is allocated; any capacity depends on the grid solution study and the ATR.
An early-stage position, not a finished asset.
Resita Data Infrastructure SRL holds the municipal cooperation agreement, the grid connection route opened with Transelectrica (reply Nr. 29067, 18.06.2026), and the land position described on this site — nothing more and nothing less. This page is written for brokers, placement agents, and intermediaries — not for an end operator directly. We are not pitching Meta, Amazon, Google, or any other hyperscaler ourselves, and we're not waiting for one to find us. We're looking for someone who knows that market, takes on the project, and places it with whoever actually wants it — an operator, a fund, a developer — earning a commission on successful placement. Deal terms, including the commission, are not fixed yet; they're agreed directly with the broker who takes this on.
Profile: wholesale colocation operators and build-to-suit developers.
Grid-adjacent, no moratorium, Transelectrica's reply Nr. 29067 on file. A build-to-suit or wholesale campus to the eventual operator's own specification, and a viable entry point for UK, German, Dutch, and French operators who cannot get power allocation in their home market.
- Direct grid adjacency — connection options received, variant pending
- EU jurisdiction — GDPR and the EU AI Act apply by law (no facility or certification yet)
- 30,000 m² initial parcel; expansion toward 31 ha not yet secured
- Direct Transelectrica Node adjacency — ATR pending
- PUE ≤1.20 target — air and potential Barzava river cooling
- Municipal cooperation agreement signed, concession approved, signature pending
Profile: digital infrastructure funds and platforms with CEE appetite.
Documented origination in an EU market structurally closed to FLAP-node alternatives: Transelectrica has answered the company's connection request (Nr. 29067, 18.06.2026), the grid study is not yet contracted, ATR is pending, and the municipal process is advanced. A different company, PPC Romania (listed: PPC GA), separately acquired 9.9 ha adjacent in December 2025 on the same Transelectrica node, for its own project — noted here as context, not as validation of this site. This is an early-stage, pre-ATR position; price would reflect that stage. Target counterparties are UK-based digital infrastructure funds, German Mittelstand infrastructure platforms, and Dutch or French wholesale operators seeking CEE expansion.
- Looking for a broker or placement agent, not an end buyer directly
- Commission on successful placement — terms agreed with the broker, not fixed here
- Grid-adjacent land position, EU jurisdiction
- Pre-ATR, early stage — priced and structured accordingly
- Municipal cooperation agreement and institutional support on file
- Majority controlling interest in the clean SRL (CUI 54450187)
- 49-year municipal land concession, once the Council's approval is signed
- All municipal agreements — the strategic partnership agreement, the Mayor's letter of institutional support, TWG Decree
- Grid connection route — Transelectrica reply Nr. 29067 (18.06.2026); study and ATR still to come
- All origination documentation and VDR
- Origination equity retained by the owner; any price set through independent ANEVAR valuation
- Lead ATR completion and grid connection (cost and timeline partner-borne)
- Engineering, design, and CAPEX estimation — partner's team
- Construction and buildout to partner specification
- Anchor tenant relationships and commercial pipeline
- Water abstraction permit and environmental permits (partner-coordinated)
- Independent Technical Assessment (ITA) at due diligence stage
Broker / Placement Mandate — the route we're actually looking for
An intermediary takes on representing Resita Data Infrastructure SRL to the market, identifies and negotiates with the eventual buyer (operator, fund, or developer), and earns a commission on successful placement. The exact commission and terms are not fixed yet — they're agreed directly with the broker who takes this on, not published here as a fixed number.
Equity Acquisition — what the eventual buyer's structure could look like
The buyer the broker places this with would acquire a majority controlling interest in Resita Data Infrastructure SRL, which holds the municipal cooperation agreement and the grid connection route opened with Transelectrica. Ownership split and terms would be set through negotiation and independent valuation, subject to title confirmation, diligence, and legal advice — none of that is agreed yet.
Development JV — an alternative buyer structure
An alternative to outright acquisition: the Municipality of Resita, Resita Data Infrastructure SRL, and the eventual partner form a tripartite development vehicle, with the ATR process and construction led by the partner while the concession remains with the SRL.
Milestone-gated. Institutional capital structure.
Each phase gates capital deployment — Phase 1 documents are on file, with a few registry items still pending, and the Phase 2 partner process is active now.
Site Origination & Documentation
Municipal engagement, PUZ initiation, Transelectrica coordination, external listings, and company incorporation — the institutional documents are on file.
Partner Identification & Due Diligence
Transelectrica has replied (Nr. 29067 · 18.06.2026) to the company's request of 29.05.2026 for connection options; the grid solution study is not yet contracted. The Municipal Council has approved the concession award (confirmed by phone, 8 October 2026); the written resolution and signature in the name of Resita Data Infrastructure SRL are still pending. There is no sale before that signature is in place. Interested parties are welcome to start a conversation now — see Contact.
JV Structuring & Land Allocation
Concession signature, SPV formation, and capital structure finalised, followed by the ATR result and, finally, grid connection executed.
Campus Development (indicative)
Full campus buildout, with phased capacity delivery — indicative, and subject to ATR outcome — under a 31 ha extended concession application over a 5-year development horizon (public domain, transfer pending).
What follows is what we can actually back up.
Each item below is marked with its real status — confirmed, referenced but unverified, or not yet independently checked. Nothing here is rounded up.
Transelectrica substation
The 400/220/110 kV substation appears in ANRE's public grid registry; Transelectrica's own 26 May 2026 inauguration announcement confirms commissioning, and the station can be checked in satellite imagery.
Transelectrica 400kV Corridor — Completed, Commercial Operation
The Resita substation is part of the Portile de Fier-Resita-Timisoara/Sacalaz-Arad 400kV transmission upgrade. This corridor held EU Project of Common Interest status (PCI 3.22, under the prior TEN-E list, Regulation 347/2013) while under construction. The physical works are now complete: the Resita-Pancevo cross-border interconnector with Serbia entered commercial operation in January 2025, and Transelectrica inaugurated the upgraded 400kV Resita substation on 26 May 2026. The corridor does not appear on the EU current PCI list (Delegated Regulation (EU) 2024/1041) because the works it was designated to accelerate are finished, not because of any issue with the project.
PPC Romania Adjacent Acquisition
PPC Romania — formerly Enel, now Greece's largest energy group — acquired 9.9 ha adjacent in December 2025 for a 100 MW gas peaking plant, recorded in the public land registry. Noted as context: a different company, a different project, on the same grid node — not a validation of our own land or grid position.
Barzava Water Flow
A municipal support letter and prior drafts reference a Barzava flow figure and INHGA as a source. That figure has not been independently verified against a public INHGA record in this review — treat it as reported, not confirmed, until the underlying document is produced.
Municipal Institutional Support
A written municipal letter of institutional support (dated 15.04.2026), the strategic partnership agreement (signed March 2026), and a municipal decision forming a technical working group for the project (issued 30.04.2026).
Orange — Fibre Connectivity
A major Orange fibre route runs near Casa cu Tei on Calea Caransebesului (approx. km 8), about 0.5 km from the RES1 parcel (km 7.5). Orange Business confirmed in writing on 20 October 2026 that it is starting a fibre connection survey; no offer has been issued.
Water — Barzava Flow via Municipal Conduit
Mayor Ioan Popa has verbally committed to the owner, in person, to deliver water from the Barzava flow to the site via municipal conduits, with the Municipality carrying out that public works itself.
What EU jurisdiction actually gives you here, and what it doesn't yet.
Romania is an EU member state and NATO-aligned, so GDPR, the EU AI Act, and the EU Taxonomy framework apply here as a matter of law, the same as anywhere else in the Union — that's jurisdiction, not a certification this project has earned. No AI Act conformity assessment, no NIS2 critical-infrastructure designation, and no CSDDD due-diligence filing exist yet, because there is no operating facility to assess. Those come from whoever actually builds and runs the site, at that stage, not from the land today.
What is real now: the land is described as industrial brownfield; the urbanism documents (certificate, PUZ) are still to be confirmed. Romania's national grid runs at roughly 43% renewable generation already, independent of anything built here. The Technical Working Group and municipal partnership (see Documentation) are on file. Phase 3–4 build-out, if it goes ahead, would create technical jobs in a city whose economy was built on steel manufacturing; no figure is committed.
Resita Data Infrastructure SRL (CUI 54450187) is a standard Romanian SRL, publicly registered. Any sale price would go through independent ANEVAR valuation. The data room is NDA-gated, the normal standard for this kind of process, not a marker of compliance.
That's the real state of it. If it fits, talk to us.
No confirmed MW yet. Concession signature still pending. A real land position next to a live substation. If that's what you're looking for, get in touch. If it isn't, no hard feelings.
