The data centre project is an initiative of the Municipality of Resita. The TWG is the formal operational body responsible for ATR coordination, the concession process, and institutional partner engagement, and all five members are named officials of the Municipality of Resita and Resita Data Infrastructure SRL (CUI 54450187), the legal vehicle. All TWG members are identified and reachable.
This team's expertise is in regulatory origination, municipal administrative process, and grid coordination — precisely the capabilities required to assemble this asset. Data centre engineering, CAPEX estimation, anchor tenant development, and construction management are the institutional partner's mandate. This is standard for origination-stage infrastructure assets: the originator delivers the regulatory and land framework; the operator delivers the technical and commercial build-out.

Ioan Popa
Mayor of Resita, now serving a third consecutive mandate, and a civil engineer by training and profession. They initiated the confidentiality protocol (October 2024) that formally launched the data centre development process, and are co-signatory of the strategic partnership agreement (March 2026) and author of Mayor Letter of Support Nr. 366 (15.04.2026), as well as an active member of the Technical Working Group (Decree 30.04.2026). Director of Investment Development and Economic Strategy, Municipality of Resita, leading the institutional investor pipeline for the Calea Caransebesului industrial corridor.
