PCI Project — EU Project of Common Interest

Priority cross-border energy infrastructure designated by the European Commission.

Definition

EU Projects of Common Interest (PCI) are cross-border energy infrastructure projects identified by the European Commission as critical to the EU's energy policy and climate targets. They are governed by TEN-E Regulation (EU) 347/2013 (revised by (EU) 2022/869) and selected in biennial lists.

Benefits of PCI designation

  • Accelerated permitting — 3.5-year maximum permitting period mandated by EU law
  • Single national competent authority — one regulator coordinates all permits
  • EU funding eligibility — grants available under Connecting Europe Facility (CEF)
  • Cross-border cost allocation — regulatory costs allocated across benefiting countries
  • Priority status — projects treated as overriding public interest in permitting decisions

At Resita: ENTSO-E TYNDP P144

Four EU PCI designations sit within the Resita grid corridor under ENTSO-E TYNDP Project 144. These are cross-border reinforcement projects between Romania and Serbia, increasing transmission capacity and reliability at the Resita node. PCI designation signals long-term EU commitment to grid investment in this corridor.
