Municipal mandate — Confidentiality Agreement
Mayor Ioan Popa signed a Confidentiality Agreement with the founder to coordinate, document and promote a data center project on Reșița's behalf before international developers and infrastructure funds.

Site identification — Calea Caransebeșului Km 7.5
The perimeter selected after regional mapping of all Transelectrica 400 kV nodes. Decisive factor: the adjacent 650 MVA substation upgraded by Transelectrica in 2024. The ~31-hectare perimeter is in municipal private-domain ownership; no rezoning required.

Grid & regulatory documentation
Three 400 kV corridors documented from public records. Four EU PCI designations (ENTSO-E TYNDP P144) verified. ATR procedure under ANRE Order 59/2013 mapped. Romania industrial electricity ~€0.14/kWh vs EU average ~€0.19 confirmed as material cost advantage.

Independent institutional validation — PPC Romania
Public Power Corporation acquired 9.9 hectares adjacent to the identified perimeter for a 100 MW gas-fired plant. An independent institutional investor, with its own due diligence budget, chose the same zone.

Strategic Partnership Agreement signed
The Strategic Partnership Agreement was signed between the founder and the Municipality of Reșița, represented by Mayor Ioan Popa, and registered at the Reșița City Hall Registry. It formalises the reservation framework for ~3 ha, commits the Municipality to a documented cooperation calendar, and binds both parties to Romanian and EU law. Full document under NDA.
